Welfare for the disabled is a general term for the various social welfare services provided to people with physical and mental disabilities, that is, people with disabilities. In general, disabled people are understood to be people with some kind of mental or physical disability, or both. More specifically, disabled people are categorized into physically disabled people, people with visual impairments, people with hearing impairments, people with internal disabilities such as disabilities of the heart, lungs, kidneys, and intestines, people with mental retardation (intellectual developmental disabilities), and people with mental disabilities, including people with mental illnesses such as schizophrenia and manic depression, and people in the recovery stage. Social welfare is also divided into welfare for the physically disabled, welfare for the mentally retarded, and welfare for the mentally disabled, according to the types of disabilities.

一般に心身に障害のある人々，すなわち障害者に対して供給されている社会福祉の諸サービスを総称して障害者福祉という。一般に，障害者は精神あるいは身体のいずれかにおいて，あるいはその両面においてなんらかの障害を有する者と理解されている。より具体的には，障害者は，肢体に障害のある肢体不自由者，視覚に障害のある視覚障害者や聴覚に障害のある聴覚障害者，心臓，肺，腎臓，腸などの機能に障害のある内部障害者を含む身体障害者，知的能力の発育に障害のある精神遅滞者(知的発達障害者)，および精神分裂病や躁鬱（そううつ）病など精神的疾患のある者やその回復期にある者を含む精神障害者に類型化され，社会福祉においてもこのような障害の類型に対応するかたちで身体障害者福祉，精神遅滞者福祉，精神障害者福祉という区分がなされている。
