...The government strengthened its crackdown on the movement with the Assembly Ordinance (promulgated in April 1880), but the second National Diet Promotion League convention in November of the same year advocated for unity and capacity building, and also set as its agenda the study of party organizations and constitutional proposals. The civil rights movement, centered on wealthy farmers and merchants, was increasingly demanding the establishment of a national diet. In January 1881, the so-called Atami Conference was held by three councilors, Ito Hirobumi, Inoue Kaoru, and Okuma Shigenobu.
