A local feudal lord who ruled Shimokobe Manor in Shimousa Province, a territory of the Emperor Hachijo, from the end of the Heian period to the beginning of the Kamakura period. Said to be a descendant of Fujiwara no Hidesato, Yukiyoshi, the son of Ota Masayoshi, was the developer of the manor and was the first to be called Shimokobe Manor's lord. Yukiyoshi served as a retainer of Minamoto no Yorimasa, and accompanied him when Yorimasa raised an army in support of Emperor Mochihito. Yukiyoshi's son, Shimokobe Yukihira, reported Yorimasa's uprising to Minamoto no Yoritomo in Izu, and after Yorimasa's defeat and death, he helped Yoritomo raise his army and joined his camp. There is also a legend that Yukiyoshi brought the head of the defeated and slain Yorimasa back to his domain and founded Yorimasa Shrine in present-day Koga City. 平安末から鎌倉初期に八条院領下総国下河辺荘を支配した在地領主。藤原秀郷の子孫といわれ,大田行政の子行義が同荘の開発者らしく初めて下河辺荘司を称した。行義は源頼政の郎等として活動し,頼政が以仁王を奉じて挙兵したときこれに従軍した。行義の子下河辺行平は頼政の挙兵を伊豆の源頼朝のもとに報じ,また頼政の敗死後は頼朝の挙兵を助けその陣に身を投じた。また行義が敗死した頼政の首を本領に持ち帰り,現古河市に頼政神社を創建したという伝説もある。
