A person designated by the issuer to pay the bill or check amount (Article 1, Paragraph 3 of the Bills of Exchange Act and Article 1, Paragraph 3 of the Cheques Act). For bills of exchange and checks, the name of the payor is a requirement, and if this is not stated, the bill is invalid. The payor qualifications for checks are limited to banks (including post offices, credit unions, credit cooperatives, and other entities that perform similar functions to banks) (Cheques Act, Paragraph 3). Note that a person designated as the payor for a bill of exchange or check does not assume the debt by itself; in the case of a bill of exchange, the person becomes the principal debtor by performing the act of acceptance, and in the case of a check, the person assumes the final recourse obligation by providing a payment guarantee.
