This refers to the enactment of laws by local governments based on their autonomy. This includes ordinances enacted by resolutions of their assemblies, and rules enacted by their chief executives and organs. Unlike the Meiji Constitution, which had no constitutional provisions and only insufficient legal provisions, under the current Constitution, the autonomy of local governments is explicitly stated in the Constitution (Article 94) and has been expanded and strengthened in that the matters to be covered by laws and regulations, the means by which they can be applied, and the penalties associated with them are specified in detail.
