Seven-tenths deposit - Shichibutsu Mikin

Japanese: 七分積金 - しちぶつみきん

An urban policy implemented during the Kansei Reforms targeting Edo town areas. In response to the Tenmei famine that caused destruction throughout Edo town areas, the shogunate issued the Seven-tenths Settlement Law in 1791 as a relief measure for the poor in the city. The Edo town's consumption tax was reduced, and 70% of the savings was deposited in the town hall (which also had an enclosed rice storehouse) and lent to the poor at low interest as a form of relief. This continued until the end of the Edo period, and the remaining enclosed rice and savings were transferred to the city of Tokyo in 1868 and used.

寛政(かんせい)改革で，江戸町方を対象にとられた都市政策。天明(てんめい)の飢饉により江戸町方全域に打毀(うちこわし)が発生したことなどから，幕府は1791年都市窮民の救済策として七分積金令を発布。江戸の町入用を節減し，節減額の７割を町会所（囲籾蔵も付属）に積立て，御救いとして低利で窮民に貸し付けた。以降幕末まで継続され，残された囲籾・積金は1868年，東京市に移管，利用された。
