An urban policy implemented during the Kansei Reforms targeting Edo town areas. In response to the Tenmei famine that caused destruction throughout Edo town areas, the shogunate issued the Seven-tenths Settlement Law in 1791 as a relief measure for the poor in the city. The Edo town's consumption tax was reduced, and 70% of the savings was deposited in the town hall (which also had an enclosed rice storehouse) and lent to the poor at low interest as a form of relief.
