A Dutch socialist, he was a member of the Social Democratic Labor Party before moving to Java in 1913. He worked as an editor for a commercial newspaper in Surabaya, then moved to Semarang, where he worked as a "socialist missionary." In 1914, he founded the Social Democratic Union of East Indies (the precursor to the Indonesian Communist Party) with Dutch residents. At the time, the center of Indonesia's nationalist movement was the Islamic League, but he used local activists such as Semaung to create factions within the Islamic League, expanding the influence of the Social Democratic League and laying the foundations for the socialist movement in Indonesia.

オランダの社会主義者。社会民主労働党員を経て1913年ジャワに渡る。スラバヤで商業新聞の編集に従事したのちスマランに移って〈社会主義伝道家〉として活動，14年に在住オランダ人と東インド社会民主同盟(インドネシア共産党の前身)を結成。当時インドネシアの民族運動の中心はイスラム同盟であったが，彼はセマウンら現地人活動家を使ってイスラム同盟内部で分派工作を行い，社会民主同盟の勢力を拡大してインドネシアにおける社会主義運動の基礎をつくった。
