An expenditure tax is a type of direct tax that imposes a tax base based on the consumption expenditure level of each household. Specifically, a proportional or progressive tax rate is applied to the consumption expenditure reported by the household, and the tax burden of each household is determined. Expenditure taxes are a tax system that has rarely been adopted in practice. However, they have long been advocated by such well-known economists as J. S. Mill, A. Marshall, I. Fisher, and N. Kaldor, and arguments in favor of them have been growing in recent years, mainly in the United Kingdom and the United States.

支出税は，個々の家計の消費支出水準を課税標準tax baseとして課税するもので，直接税の一種である。具体的には，家計の申告する消費支出に対して比例的な税率あるいは累進的な税率が適用され，個々の家計の税負担額が決定される。支出税は，これまで現実にはほとんど採用されたことのない税制である。しかし，J.S.ミル，A.マーシャル，I.フィッシャー，N.カルドアらの著名な経済学者によって，古くから提唱されており，最近においてもそれを支持する論調が英米を中心にして高まっている。
