Advisory Bureau (English: Zi-yi-ju; Tzü-i-chü)
A transitional local assembly established in each province in the late Qing Dynasty as part of the preparations for constitutional reform. It was the predecessor of the provincial assemblies that emerged after the establishment of the Republic of China. Its establishment was decided by imperial edict in the 33rd year of the Guangxu era (1907), and the following year, the relevant regulations were published. It was opened in the 1st year of the Xuantong era (1909) after the first election. Voters were men over 25 years old who had a certain level of work experience (civil service), academic background, and assets, while those eligible to vote were men over 30 who had their registered domicile in the province or had resided there for more than 10 years, and there were restrictions on assets and status. The term of office for council members was three years, and the assembly consisted of a regular session held once a year and a special session in case of emergency, and was responsible for deciding on the budget and financial statements of each province. It was administered by the provincial governor, but became an important institution for each province after the Xinhai Revolution.

中国,清末の立憲準備に伴って各省に開設された過渡期の地方議会。民国成立以後の省議会の前身。光緒 33 (1907) 年の詔によって開設が決り,翌年関係諸規程が公布され,宣統1 (09) 年に第1回の選挙を経て開会。有権者は一定の職歴 (公務) ,学歴,財産のある 25歳以上の男子,被選挙権者はその省に本籍があるか 10年以上寄留する 30歳以上の男子とされ,資産や身分に制限があった。議員の任期は3年,議会は年1回の常年会と緊急時の臨時会から成り,各省の予算,決算などの議決にあたった。各省督撫のもとに管轄されたが,辛亥革命では各省独立の重要な機関となった。
