Abbreviation for charity organization society (movement). In the second half of the 19th century, with the development of capitalism in Britain, social problems related to poverty, ignorance, crime, disease and other issues rapidly became more serious. Along with the movement to reform the poor relief system, private relief work also became more active. In order to prevent the indiscriminate provision of charitable relief, which would lead to excessive relief and duplication, charity organization societies were formed in London and other cities.
