Sanfukan (English: Three Stems Not Allowed)

Japanese: 三不干 - さんふかん（英語表記）sān bù gān

In China, this term refers to the border area where three local administrative divisions such as provinces, prefectures, and counties come into contact. It is also written as Sanbuguan and is also called Buguan (Dan) Di. This area is often an administrative vacuum and has often been a base for rebellions. The Cao-Pu region, which was the border area of the three provinces of Shandong, Hebei, and Henan, was the setting for the Suikoden, and the Jing-Xiang region, which is on the border of the three provinces of Hubei, Henan, and Shaanxi, has been the base for major rebellions since the end of the Yuan Dynasty (Liu Qianjin Rebellion, Jiaqing Bailian Sect Rebellion, etc.). The Nangan region, which is the border area of the three provinces of Fujian, Jiangxi, and Guangdong, is also famous as a base for rebellions.

中国において，省･府･州県といった地方行政区画が三つ接触しあう境界地域のことをいう語。三不管とも書き，不管(干)地ともいう。この地域は行政の空白地となることが多く，しばしば反乱の根拠地になった。山東･河北･河南3省の省境地域であった〈曹･濮〉地方は《水滸伝》の舞台であったし，湖北･河南･陝西3省境の〈荆･襄〉地域は元末以来大きな反乱(劉千斤の乱，嘉慶白蓮教の乱)等の根拠地となった。また福建･江西･広東の3省交界地域である〈南贛（なんかん）〉地方も反乱の根拠地として有名である。
