Also called local wholesaler. Wholesale activities are broadly divided into three stages: collection, relay, and distribution. The term "local wholesaler" refers to a wholesaler that specializes in collecting products from producers, and is different from a wholesaler under the Commercial Law. In particular, when small and medium-sized producers of the same industry are concentrated in a certain area to form a production area, a typical local wholesaler is a wholesaler that collects products there and sells them on behalf of the producers. Originally, local wholesalers were not only engaged in collecting and selling products from small and medium-sized producers, but also performed various functions such as procuring raw materials and lending funds to producers, planning products such as design, and overseeing and organizing them when the production process is subdivided and divided into specialized businesses.

生産地問屋ともいう。卸売活動は大きく収集，中継，分散の3段階に分けられるが，そのうち主として生産者からの製品収集活動を専門にしているような卸売商のことをいい，商法上の問屋とは違う。とくに，特定の地域に同一業種の中小零細な生産者が集中的に立地して産地を形成している場合，そこで製品を収集し，生産者に代行して販売業務に携わるような卸売商が産地問屋の典型である。本来，産地問屋は，単に中小零細な生産者の製品の収集と販売に従事するだけでなく，生産者に対する原材料の調達や資金の貸付け，デザイン等製品の企画，また生産工程が細分化され専門業者ごとに分業化されている場合にはその統括･組織化など，多様な機能を果たしていたものが多い。
