The Law for Encouraging the Cultivation of Rice Fields was issued by the Ritsuryo government on April 17, 723. This law stipulated that if a person cultivated rice fields by building a pond or ditch by himself, the land would not be confiscated for three generations (his children, grandchildren, and great-grandchildren), and if the person cultivated the land by using an old pond or ditch, the land would not be confiscated for the person's lifetime. Until then, the land had been confiscated every six years, and as the deadline approached, the land would again become barren. This was a measure taken to deal with this problem, but since only wealthy aristocrats and temples could develop the land, large landowners emerged, and the Law for the Permanent Ownership of Reclaimed Lands was issued, which led to the collapse of the Ritsuryo system. 養老7 (723) 年4月 17日,律令政府の発した田地開墾奨励法。自力で池溝を造り田地を開墾すれば,3世 (子,孫,曾孫) の間,また古くからの池溝を利用して田地を開墾すれば,その身1代の間は収公しないことを定めた法令。それまで6年で収公していたため期限が近づくと再び田地が荒廃していったのに対してとられた方策であるが,開発できるのは富有な貴族や社寺などに限られていたので,大土地所有者が出,さらに『墾田永世私財法』が出るに及んで,律令制は崩壊の道をたどることになった。
