1879-1929 (Meiji 12-Showa 4) A diplomat during the Meiji and Taisho periods. Born in Tokyo, he graduated from the Department of Law at Tokyo Imperial University in 1905. He passed the diplomatic examination in the same year. He served as Director-General of the Trade Bureau and Director-General of the Treaty Bureau, and in 1921 he became an embassy counselor and was a plenipotentiary attendant at the Washington Conference. He then toured both North and South China, and in 1929 he was selected by Foreign Minister Shidehara Kijuro to become envoy to China, but in November of the same year he committed suicide in Hakone while returning to Japan to prepare for negotiations to revise the Treaty of Relations with Japan (there is also a theory that he was murdered). He understood China, which was in the transitional period from the warlord era to the nationalist government, and was expected to have a bright future as a foreign ministry bureaucrat who placed importance on economic diplomacy.
