Born: January 16, 1863 (Bunkyu 3) in Okayama [Died] November 14, 1941. Tokyo politician. After graduating from Tokyo Imperial University, he joined the Ministry of Finance, where he served as Director-General of the Budget Bureau, Director-General of the General Affairs Bureau, and Vice Minister of Finance. In January 1906, he became Minister of Finance in the first Saionji Kinmochi Cabinet. During this time, he was awarded the title of Baron for his achievements as the financial officer in charge of the Russo-Japanese War, but in 1908, he resigned as Minister of Finance in response to an increase in the railway budget, and in 1912, he became Mayor of Tokyo. After that, he was an active member of the House of Peers with an expertise in finance, and also served as a director of Asano Cement Co., Ltd. and president of Senshu University.
