In ancient times, this was an institution established on-site to mine and refine copper and lead for mining coins. The name of the head, the copper miner, appears in the late 9th century. At the time, the areas were Nagato, Bitchu, and Buzen, and in the Heian period, Nagato Province became the main copper producing area. In the late Heian period, Nose County in Settsu was known as a copper producing area, and by the mid-11th century, a copper mining facility had been established. The magistrate's azukari, gonnoazukari, anju, and yomekidai were in charge of management and operation. Copper, indigo blue, and verdigris were presented as tributes to the Imperial Court, and were used as a sacred treasure fee for the twenty-year reconstruction of the Ise Ryosho Daijingu Shrine. In the Middle Ages, the area became a manor and was held by the Ozuki family (later the Mibu family), who passed it down as Kanmu family land.
