Ch'oe Sǔng‐no (English spelling)

A politician from the Goryeo Dynasty, Korea. Born in Gyeongju, he met with King Taejo of Goryeo in 938 after the fall of Silla, and became a student at Wonbongseong (later known as Yemungwan). In 982 (the first year of the reign of King Seongjong), he submitted a petition to the king entitled "28 Articles on State Affairs," which reviews the achievements of the kings from King Taejo to King Jeongjong, and is a valuable historical document from the early Goryeo Dynasty. In the petition, he advocated the establishment of a centralized governing system and the realization of Confucian political ideals, which can be said to have been largely put into practice during the reign of King Seongjong (982-997). He himself was a politician who played a leading role in the politics of the reign of King Seongjong.

朝鮮，高麗の政治家。慶州出身で，新羅滅亡後の938年，高麗の太祖に謁見して元鳳省(後の芸文館)の学生となった。982年(成宗1)，国王に上書したいわゆる〈時務28条〉は，太祖から景宗までの治績を論評しており，高麗初期の貴重な史料である。彼はその上書で，中央集権的統治体制の確立と儒教的政治理念の実現を主張しているが，これは，成宗代(982‐997)にほぼ実行に移されたとみてよい。彼自身，成宗代の政治において主導的な役割を果たした政治家であった。
