During World War I, Britain, France, and Russia made a secret agreement to determine the division of the Ottoman Empire and its sphere of influence after the end of the war. The British representatives, M. Sykes and French representative G. Picot, drafted the draft, and the agreement was signed on May 9, 1916, with Russia joining the agreement. Under the agreement, Britain would control southern Mesopotamia, including Baghdad, and the port of Haifa in Syria, France would take possession of Syria, and Russia would take possession of Istanbul, the Dardanelles, both sides of the Bosphorus, and most of the empire's border areas. In addition, an Arab state would be established on the border between the British and French territories, and the port of Alexandreta (now Iskenderun) in the south of the empire would be a free port. Palestine would be a special region under a later agreement between Britain, France, and Russia. However, this secret agreement was exposed by the Soviet government the following year, 1917, and the Paris Peace Conference became embroiled in a dispute over the agreement, so the agreement was ultimately not realized.

第1次世界大戦中，イギリス，フランス，ロシアの3国が大戦終結後のオスマン帝国の領土分割や勢力範囲を取決めた密約。イギリスの M.サイクス，フランスの G.ピコ両代表が協議して原案をつくり，1916年5月9日ロシアを加えて締結された。これによりイギリスはバグダードなどを含む南メソポタミア，シリアのハイファ港を支配し，フランスはシリアを領有，ロシアはイスタンブールとダーダネルス，ボスポラス両海峡の両岸および国境地帯の帝国領のほとんどを領有することが定められた。さらに，英仏の分割領有地帯の境にアラブ人国家を樹立し，帝国南部のアレクサンドレタ港 (現イスケンデルン) を自由港とする，パレスチナについてはイギリス，フランス，ロシアが後日改めて協定を結んで特殊地域とする，なども取決められた。しかしこの秘密協定は翌 17年ソビエト政権によって暴露され，パリ講和会議はこの協定をめぐって紛糾し，協定は結局実現されなかった。
