The term refers to the revival of the Baroque architectural style that occurred in France with the advent of the Second Empire under Napoleon III (1852) and his plan to remodel Paris (1853-70). Ludovico Visconti (1791-1853) and Hector M. Lefuel (1810-81) combined Italian Baroque-style sculptural walls and mansard roofs in the new Louvre Palace, which became popular as the so-called "Second Empire style." C. Garnier's Opera House (1861-74) also astonished the world with its splendor, and developed countries, which were in the midst of imperialistic competition at the time, began to adopt the Neo-Baroque style, seeing it as the architectural style that best expressed national prestige.
