Administrative activities that aim to achieve public objectives by restricting the free activities of citizens. Contrasted with service administration. Usually, they are divided into social regulations and economic regulations based on their objectives. The former includes regulations for health, medical care, education, the environment, security, consumer protection, etc., while the latter includes regulations under the Antimonopoly Act and Labor Act, as well as regulations on entry, prices, imports, operations, facilities, etc. for public utilities such as electricity, gas, water, transportation, communications, and broadcasting, and for industries under industry law such as finance, insurance, securities, agriculture, forestry, fisheries, mining, construction, and shipbuilding, or for specific industries under industrial policy. However, in recent years, based on the recommendations of the Second Provisional Commission on Administrative Reform and the Administrative Reform Council, deregulation has become an issue to unleash private vitality, and such regulations are increasingly being criticized by other countries as non-tariff barriers.

国民の自由な活動を制限して公共の目的を実現しようとする行政活動。サービス行政に対比される。普通その目的から社会的規制と経済的規制に分けられる。前者には衛生，医療，教育，環境，保安や消費者保護などのための規制があり，後者には独禁法や労働法による規制のほか，電気・ガス・水道・運輸・通信・放送などの公益事業や，金融・保険・証券・農林水産・鉱業・建設・造船などの業法産業，あるいは産業政策上の特定産業に対する参入，価格，輸入，業務，設備などに関する規制がある。しかし近年，第二臨調や行革審の答申に基づき規制緩和による民間活力の発揮が課題とされてきているほか，諸外国から，こうした規制は非関税障壁として批判が強まっている。
