Disaster relief - saigaikyuujo

Japanese: 災害救助 - さいがいきゅうじょ

Activities aimed at providing emergency relief in the event of a disaster such as a storm or flood, earthquake, tsunami, volcanic eruption, large-scale fire, or explosion, with the aim of protecting victims and preserving social order. Disaster relief activities are carried out based on the Disaster Relief Act (promulgated in 1947) and the Disaster Countermeasures Basic Act (promulgated in 1961), which stipulates basic matters related to disaster countermeasures. When a disaster occurs or there is a risk of a disaster occurring within a prefecture or municipality, a disaster countermeasure headquarters is set up in each prefecture or municipality, and when a major disaster occurs, a temporary emergency disaster countermeasure headquarters is set up at the national level to implement comprehensive disaster emergency measures (Articles 23 and 24 of the Disaster Countermeasures Basic Act, etc.).

風水害，地震，津波，噴火，大規模な火事，爆発などの災害が発生した場合に，応急的に必要な救済を行い，被災者の保護と社会秩序の保全を目的とする活動。災害救助法(1947公布)および災害対策に関する基本的事項を定めた災害対策基本法(1961公布)等に基づいて災害救助の活動が行われている。都道府県または市町村の地域内について災害が発生し，または災害発生のおそれがあるときには，それぞれに災害対策本部が設置され，また，非常災害が発生した場合には，臨時に国に非常災害対策本部が設置されて，総合的な災害応急対策が実施される(災害対策基本法23,24条等)。
