Overseas diplomatic missions

A diplomatic mission is a national institution that performs diplomatic missions in a foreign country and is used for official business in the host country. In Japan, they are embassies, consulates, and government missions. The status of these differs under international law. Internationally, there are also legations and consulates. The organization that supports a country's diplomatic activities is usually the Ministry of Foreign Affairs, which is composed of the Ministry and overseas diplomatic missions. As of January 2013, there were 194 embassies (134 of which are actual offices and 60 are combined offices), 61 consulates (61 of which are actual offices), and 9 government missions. The number of Ministry of Foreign Affairs employees working at overseas diplomatic missions is about 3,500, more than 1,500 more than the Ministry. Since overseas diplomatic missions are on the front lines of diplomacy, it is necessary that their activities are carried out properly and efficiently. As one means of ensuring this, the Ministry dispatches inspectors to overseas missions every year (Article 16 of the Foreign Service Officers Law) to inspect the mission's activities, management, accounting status, and working conditions of staff, while also making efforts to maintain and strengthen cooperation with the Ministry. When traveling abroad, it is necessary to confirm the location of the overseas mission at the destination.

In addition, there is a law that stipulates the names and locations of diplomatic missions overseas, as well as the salaries of those working there, called the "Law Concerning the Names and Locations of Diplomatic Missions Overseas and the Salaries of Foreign Service Officials Working at Diplomatic Missions Overseas" (Law No. 93 of 1952).

外国にあって外交任務を行う国家機関で、駐在国において公務の用に供される公館のこと。日本の場合、大使館、総領事館、政府代表部である。これらの国際法の地位はそれぞれ異なる。国際的には、ほかに公使館、領事館もみられる。国家の外交活動を支える機構は通常外務省であるが、外務省は本省と在外公館によって編成されており、2013年(平成25)1月時点で日本の在外公館は大使館194(うち実館134、兼館60)、総領事館61(うち実館61)、政府代表部9である。在外公館に働く外務省職員は、本省よりも1500人以上多く約3500人である。在外公館は外交の第一線にたつものであるから、その活動が適正かつ効率的に行われることが必要である。これを確保する一手段として、毎年本省から在外公館に査察使が派遣され(外務公務員法16条)、その活動、運営、経理状況、館員の勤務条件などにつき査察を行うとともに、本省との連携の維持・強化のための努力がなされている。なお、海外旅行の際には、旅行先の在外公館の所在地を確認しておくことが必要である。

 なお、在外公館の名称や位置、在外公館に勤務する者の給与等を定めた法律として、「在外公館の名称及び位置並びに在外公館に勤務する外務公務員の給与に関する法律」(昭和27年法律第93号)がある。
