A warrior and statesman in the late Goryeo period of Korea. His posthumous name was Mumin. He was said to be a descendant of Choi Junyo, a meritorious minister who founded the country, and the grandson of the 5th generation of the famous minister Choi Yuicheong. He was also the son of the Sahyeongyupjeong Choi Wonjok. He repelled Japanese pirates from 1350 onwards, and was respected as a brave general who had fought a hundred battles, including the Jo Ilshin Rebellion in 1352, the Yuan civil war in 1353, the Red Turban invasion in 1356, the Kinyong Rebellion in 1358, the Saiju Rebellion the following year, and the Battle of Hongsan against Japanese pirates in 1359. In the same year, he became the Minister of State (Prime Minister) and thereafter devoted himself to national politics. The issue of the ownership of the area north of Tieling was the catalyst for him to advocate the Conquest of Ming (the Hyangmyeong faction). In the 14th year of the same year, he sent an army to conquer Ming, but on the way, Yi Seong-gye's army retreated on Wihwa Island, resulting in the victory of the Hyangmyeong faction, and Choi Young was executed.

朝鮮,高麗末期の武人,政治家。諡は武愍。開国の功臣崔俊 邕 (しゅんよう) の後裔といい,名臣崔惟清 (ゆいせい) 5世の孫。司憲糾正崔元直の子。忠定王2 (1350) 年以降倭寇を撃退し,恭愍王1 (52) 年趙日新の乱,同3年元の内乱,同8年紅巾軍の侵寇,同 12年金 鏞 (きんよう) の乱,翌年崔濡 (さいじゅ) の乱,辛ご2 (76) 年倭寇との鴻山 (こうざん) の戦いなどことごとく平定し,百戦の勇将と尊敬された。同年侍中 (首相) となって以後国政に尽し,鉄嶺以北の帰属問題を契機に征明論 (向元派) を唱え,同 14年征明軍を派遣したが途中威化島で李成桂の回軍が行われ,向明派の勝利となり,崔瑩は処刑された。
