A type of British government bond that began in 1751, it is considered a typical example of perpetual government debt. Before World War I, consols made up the majority of the government debt in the UK. The interest rate was 3% per year, but in 1888 the previous consols were merged with fixed annuities and refinanced, and the interest rate was reduced to 2.75% for the first 14 years, and then to 2.5%. After World War I and World War II, the UK's government bonds expanded in terms of type and amount due to war bonds, and consols became just one type of government bond among many, and their share of the government bond outstanding decreased to 1% in 1954. Since 1923, consols have been allowed to be redeemed at any time with the approval of Parliament, but in reality they have not been redeemed or refinanced.
