Peruvian writer and politician. Born into an aristocratic family in Lima, he was a dissident intellectual who continued to criticize all traditional authorities in Peru at the end of the 19th century, including the church. He was particularly known as a patriot during the Pacific War (1879-83), who did not leave his home until the Chilean occupying forces withdrew from Lima. He sharply denounced the oligarchic ruling system, including soldiers, landowners, and merchants, as responsible for the defeat. He also believed that the majority of the Indian population should form the foundation of the country, and advocated their restoration along with the institutional democratization of the country, making him a pioneer of the Indigenismo movement in Peru.

ペルーの作家，政治家。リマの貴族の家系に生まれながらも，教会はじめ19世紀末ペルーのいっさいの伝統権威を批判し続けた反体制派知識人。特に太平洋戦争(1879‐83)中は，リマからチリ占領軍が撤退するまでは自宅を一歩も出なかったほどの愛国者として有名で，敗北の原因を軍人，大地主，商人といった寡頭的支配体制の責任として鋭く糾弾した。また多数を占めるインディオ住民こそが国の基盤を形成すべきであるとして，その復権を国の制度的民主化とともに唱え，ペルーのインディヘニスモ運動の先駆的存在となった。
