In various fields of social welfare, the recipients of the care should be treated not only in special facilities, but in the local community as much as possible while maintaining ties with the community. The idea of community care played a role in shifting the focus of social welfare in Japan from the latter half of the 1970s, from a priority on institutional care to community welfare. It first appeared in the UK in the 1920s as a measure for mental health and mentally retarded people, arguing that in addition to protection in institutions, services such as vocational training and workshops in the community were also necessary.
