In various fields of social welfare, the recipients of the care should be treated not only in special facilities, but in the local community as much as possible while maintaining ties with the community. The idea of community care played a role in shifting the focus of social welfare in Japan from the latter half of the 1970s, from a priority on institutional care to community welfare. It first appeared in the UK in the 1920s as a measure for mental health and mentally retarded people, arguing that in addition to protection in institutions, services such as vocational training and workshops in the community were also necessary.

社会福祉の諸分野において，その対象者を，特別な施設の中だけで処遇するのではなく，できるだけ地域の中で地域とのつながりを保ちながら処遇すること。コミュニティ･ケアの思想は，施設処遇優先から地域福祉へと，1970年代の後半から日本の社会福祉の重点を転換させる役割を果たした。最初は，1920年代のイギリスで，精神衛生および精神遅滞者の対策として，収容施設での保護だけでなく，コミュニティにおける職業訓練や授産施設等のサービスが必要だという主張として登場した。
