National Institute of Spiritual Culture

In 1932, the Ministry of Education established the Ministry of Education's direct control agency "to be responsible for the research, guidance, and dissemination of national spiritual culture" (Article 1 of the Ministry's Regulations). It was established in response to a report submitted the previous year by the Student Ideological Problems Research Council, which called for the establishment of a "powerful research institute whose objectives are to clarify the principles of our national polity and national spirit, promote national culture, criticize foreign ideology, and build a theoretical system capable of opposing Marxism." It was made up of a research department, a business department, an editorial department, a research department, and a general affairs department, and in 1933, it built a new office building in Kami-Osaki, Shinagawa Ward. It contributed to the promotion of national ideological policy through the publication of "National Spiritual Culture" (bimonthly), "National Spiritual Culture Research" (biannual), "National Spiritual Culture Monthly," and various lectures and seminars. In 1943, it was merged with the National Training Institute (established in 1942) and reorganized as the Education Training Institute.

1932年「国民精神文化ニ関スル研究，指導及普及ヲ掌ル」 (同官制1条) 目的のもとに設置された文部大臣の直轄機関。前年に設けられた学生思想問題調査会の「我が国体，国民精神の原理を闡明し，国民文化を発揚し，外来思想を批判し，マルキシズムに対抗するに足る理論体系の建設を目的とする有力な研究機関」設置を求める答申を受けて設けられた。研究部，事業部，編集課，調査課，庶務係から成り，33年品川区上大崎に庁舎を新築した。『国民精神文化』 (隔月刊) ，『国民精神文化研究』 (半年刊) ，『国民精神文化月報』などの刊行，各種講演会・講習会などの開催を通じて国民思想政策の推進に寄与した。 43年国民錬成所 (1942設置) と統合して教学錬成所に改組された。
