This refers to the streets between the grids of Heian-kyo that were turned into residential and cultivated land. Heian-kyo had a variety of streets, ranging from small streets just over 10 meters wide to Suzaku-oji, which was over 80 meters wide. However, they were not used much as roads, and on Suzaku-oji, cattle and horses were allowed to run loose, and even the gutters of ordinary streets were narrowed by planting water parsley and lotus plants. Temporary huts were sometimes built on the streets, but none of them were permanent. However, in the second half of the 11th century, alleys that were distinct from the land within the grid appeared. 平安京の条坊間の街路を宅地・耕地化したものをいう。平安京には幅10mを超える程度の小路から80mを超える朱雀大路にいたるまでさまざまな街路があった。しかし街路としての利用度は低く,朱雀大路では牛馬が放し飼いにされ,一般の街路の側溝でもセリやハスなどを植えて道幅が削られていた。路上に臨時の小屋を建てる場合もあったが,いずれも永続的ではなかった。しかし11世紀後半になると,条坊内部の土地と区別された巷所が出現する。
