Born: July 10, 1816, Moscow [Died] February 7, 1912. Born in Simeis, near Yalta. Russian soldier and politician. Count. After serving as professor at the Military Academy and chief of staff of the Caucasian Army, he was Minister of War from 1861 to 1881. In the 1960s and 1970s, he implemented a series of military reforms and promoted the modernization of the Russian Army. Politically, he took a moderate liberal stance, advocated bourgeois reforms, and made concessions to the peasant movement. On the other hand, he advocated thorough suppression of the Polish uprising of 1963-64. After the Berlin Conference in 1878, he was the de facto leader of Russian diplomacy.
