Public bonds - koukyousai
National and local government bonds are collectively called public bonds, but public corporations, public agencies, and public treasury bonds (see the section on public and corporate bonds) are also included in the term public bonds. Since the national government, local governments, and government-related institutions form the public sector, public bonds are public sector debt. [Udagawa Akihito]
