Article 2 of the Basic Environment Law defines pollution as damage to human health or the living environment caused by widespread air pollution, water pollution, soil pollution, noise, vibration, land subsidence, and offensive odors resulting from business activities and other human activities, and refers to substances that cause air, water, and soil pollution and offensive odors, excluding noise, vibration, and land subsidence, as pollutants. 環境基本法2条では,事業活動その他の人の活動によって生ずる相当広範囲にわたる大気の汚染,水質の汚濁,土壌の汚染,騒音,振動,地盤の沈下,悪臭によって人の健康または生活環境にかかわる被害が生ずることを公害と規定しているが,公害の原因のうち,騒音,振動,地盤の沈下を除く,大気,水質,土壌の汚染および悪臭の原因物質を公害物質と呼んでいる。大気汚染物質は,大気汚染防止法によって,ばい煙,粉じん,自動車排出ガスおよび特定物質が指定されている。
