During the reign of Emperor Gotoba and Emperor Goshirakawa, a series of new regulations for the nobility were issued in March 1191 (2nd year of Kenkyu) after the establishment of the Kamakura government. The first 17 articles were a continuation of the order issued in the first year of the Hogen New System, and many of them were laws related to national governance, such as the prohibition of newly established manors and the reporting of shrine and temple lands. Following Minamoto no Yoritomo's arrival in Kyoto the previous year, it included provisions ordering the capital and other government offices as well as the Kamakura government to arrest thieves. The next 36 articles were a continuation of the order issued in the second year of the Hogen New System, and many of them were laws related to the Imperial Court, courtiers, and the city of Kyoto.
