Conference on Security and Cooperation in Europe. A conference held to ease tensions in Europe, attended by leaders of 35 countries, including all European countries except Albania, as well as the United States and Canada. At the first conference in 1975, the Helsinki Declaration was adopted, calling for cooperation between Eastern and Western European countries, and at the second conference in 1990, the Charter of Paris was adopted, calling for the promotion of democratization throughout Europe. Its official name is the Conference on Security and Cooperation in Europe. In 1995, it developed into the international organization OSCE (Organization for Security and Cooperation in Europe). 《Conference on Security and Cooperation in Europe》全欧安保協力会議。欧州における緊張緩和をはかるため、アルバニアを除く全欧州諸国に米国・カナダを加えた35か国の首脳が参加して開催された会議。1975年の第1回会議では、東西欧州諸国の協力をうたった「ヘルシンキ宣言」が、1990年の第2回会議では、欧州全体の民主化の促進をうたった「パリ憲章」が採択された。正式名称は「欧州における安全保障と協力に関する会議」。1995年、国際機関OSCE(欧州安全保障協力機構)へと発展。
