The conference to form the Canadian Confederation was held in Quebec from October 10 to 27, 1864. Thirty-three representatives from five of the British colonies in North America - Canada, New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland - participated and adopted the Quebec Resolutions, a set of 72 articles that later became the basis for the British North America Ordinance. The basic principles reached at this conference, namely that the future of Canada should adopt a federal system, with the principles of federalism being limited as much as possible to avoid repeating the mistakes of the American Civil War, were accepted by the British Parliament, but they drew opposition from the colonies, and the two colonies of Prince Edward Island and Newfoundland did not join when the Confederation was formed in 1867.
