The conference to form the Canadian Confederation was held in Quebec from October 10 to 27, 1864. Thirty-three representatives from five of the British colonies in North America - Canada, New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland - participated and adopted the Quebec Resolutions, a set of 72 articles that later became the basis for the British North America Ordinance. The basic principles reached at this conference, namely that the future of Canada should adopt a federal system, with the principles of federalism being limited as much as possible to avoid repeating the mistakes of the American Civil War, were accepted by the British Parliament, but they drew opposition from the colonies, and the two colonies of Prince Edward Island and Newfoundland did not join when the Confederation was formed in 1867.

1864年 10月 10～27日ケベックで開催されたカナダ連邦結成のための会議。北アメリカ大陸にあるイギリス領植民地のうち，カナダ，ニューブランズウィック，ノバスコシア，プリンスエドワードアイランド，ニューファンドランドの5植民地から 33名の代表が参加し，のちのイギリス領北アメリカ条例の母体となった 72ヵ条のケベック決議を採択。この会議において到達した基本原則，すなわち将来のカナダは連邦制度をとるべきこと，それもアメリカにおける南北戦争の轍を踏まぬよう連邦主義の原則はなるべく制限されるべきこと，などはイギリス議会では認められたが植民地の反発を買い，67年の連邦結成の際には，プリンスエドワードアイランドとニューファンドランドの2植民地は加わらなかった。
