German politician. With an engineering background, he worked on the construction of Germany's first railway (between Berlin and Potsdam), and from 1824 onwards devoted himself to the advancement of exact sciences. In 1828 he became a Prussian cabinet minister. Although he was not a professional mathematician, he published a number of mathematical papers and in 1826 founded the Journal of Pure and Applied Mathematics as a journal for the publication of mathematics. In the first issue, he published several papers by Abel, as well as papers by Jacobi and Steiner, and in the third issue he published papers by Dirichlet, Moebius and Plücker, thus contributing to the development and popularisation of mathematics as a fundamental science.
