British meteorologist and astronomer. He is said to have been largely self-taught, but in 1833 he caught the eye of astronomer GB Airy and began his research at the Cambridge Observatory. In 1835 he moved to the Greenwich Observatory, where he became head of the department of geomagnetism and meteorology. In 1849 he contributed greatly to the establishment of the meteorological service, including by publishing the results of meteorological observations from all over the UK in the Daily News. In 1862 he took a free balloon with HT Coxwell, ascending to an altitude of 11 km and conducting upper-altitude observations, and by 1866 he had made dozens more upper-altitude observations.

イギリスの気象学者，天文学者。ほとんど独学で学んだといわれ，1833年天文学者G.B.エアリーの目にとまり，ケンブリッジ天文台に入り研究をはじめた。35年にはグリニジ天文台に移り，地磁気，気象の部の長となった。49年《デーリー･ニューズ》紙上にイギリス各地の気象観測の結果を掲載するようにするなど，気象事業の確立に貢献した。62年にはH.T.コックスウェルとともに自由気球に乗り，高度11kmまでのぼり，高層気象観測を行い，66年までにはさらに数十回の高層観測を行った。
