Born December 6, 1883. After serving as Chargé d'Affaires in Washington and Assistant Secretary of State for Foreign Affairs, he was appointed Ambassador to Japan in 1937. In 1939, he met with Foreign Minister Arita and others, and worked to protect Britain's vested interests in China and improve Anglo-Japanese relations.
