Crimes committed in relation to financial transactions. These include (1) fraudulent lending (financial) crimes in which financial institution officials illegally lend money, (2) capital investment and deposit crimes in which high interest rates are offered to attract investments from the general public, resulting in losses through bankruptcy and other such crimes, (3) high interest rate crimes in which excessive profits are exacted by taking advantage of the weak position of the borrower, and (4) violations of financial industry laws such as the Banking Act. However, crimes such as so-called bank robberies committed against financial institutions and bank employees misusing computer terminals in the course of their duties to withdraw money are not included here, as they are not problems specific to financial transactions. 金融取引をめぐって行われる犯罪。この中には,(1)金融機関の役職員が不正に貸付けをする不正融資(金融)事犯,(2)高い利子で大衆投資家の投資を誘引し,倒産などにより損害を与える出資金・預り金事犯,(3)借り手の弱い立場に乗じて暴利をむさぼる高金利事犯,(4)銀行法等の金融業に関する法規違反,などが含まれる。なお,金融機関に対するいわゆる銀行強盗や,銀行員が職務上のコンピューター端末を悪用して金銭を引き出すといった事犯は,とくに金融取引固有の問題ではないので,これに含まれない。
