The Ritsushukai catalog states that the Yoro Code's Medical Code consists of 27 articles, but the original text has been lost and is no longer available. However, there are fragments in the Seijiyoryo, Shoku Nihongi, Ruishu Sandaikaku, and Ritsushukai, which have been collected and included in the Ritsugikai as the Medical Code's 27 Articles. It provides detailed regulations on the appointment and performance evaluation of medical staff, the education and examinations of students, the operation of botanical gardens, the collection and administration of medicines, etc. It was the first medical code in Japan, but it was rarely implemented after the development of court noble law in the Heian period and the birth of samurai law after the Kamakura period. 正確には「いしちりょう」と読む。『大宝令』のなかにある医薬全般にわたる諸規定。『令集解』目録に『養老令』の医疾令は 27条から成るとあるが,原文は早くから散逸して伝わらない。ただ『政治要略』『続日本紀』『類集三代格』『令集解』などに逸文があり,それを集めて『令義解』に医疾令 27条として収められている。医療関係の職員の任用,考課,諸学生の教育,課試,薬園の運営,採薬,投薬などを詳細に規定している。日本最初の医事法規であるが,平安時代に公家法が発達し,鎌倉時代以後は武家法が生れたため,ほとんど行われなくなった。しかし,典薬頭,医師などの職名をはじめ,医事関係の多くの用語がこれに由来している。
