An ideological organization of scholars formed in 1874. It was based on a social organization for students that Tatsuo Baba had established while studying in London, and was formed after he returned to Japan in cooperation with Azusa Ono and others. Based on the suggestions of its members, the Zanbouritsu (Law on Libel and Slander) was established.
