This is a system in which administrative agencies or administrative committees take litigation-like procedures, such as public oral hearings, when deciding on administrative dispositions and hearing appeals. If there is a complaint about a ruling, the matter can be appealed to the High Court. 行政機関または行政委員会が、行政処分の決定、不服申し立ての審理について、公開の口頭審理など訴訟なみの手続きをとる制度。裁決について不服のある場合は高等裁判所に提訴する。海難審判所・国税不服審判所・公正取引委員会・特許庁・収用委員会・労働委員会などの審理に適用される。
