The founder of the Nogawa school of shamisen kumiuta (→ shamisen honte), which has been handed down mainly in Osaka. His capital name was Rakuichi. He was a disciple of Asatsuma Koto (later Kengyo), a disciple of Yanagawa Kengyo in Kyoto, whose name is listed as the composer of the "Tosei Hikidashi no Shinkyoku" in "Oonusa" (→ "Itochiku Daizen"). He was appointed Kengyo in 1696. He was also active as a Heikekyoku performer, but he reorganized shamisen kumiuta and established a system of transmission. While the Yanagawa school only has six kumiuta today, the Nogawa school has 32. His works include "Kazoe Uta" which is listed in the section on the catalogue of choka in "Matsu no Ha" (1703), and "Shunkusa", "Maiogi" and "Wakamatsu" can be found scattered throughout the literature, and the current piece is the choka "Ne no Hi".

大坂を中心に伝承されてきた三味線組歌(→三味線本手)野川流の祖。都名(いちな)は楽一。京都の柳川検校門下で『大怒佐(おおぬさ)』(→『糸竹大全』)に「当世引出しの新曲」の作曲者として名が挙げられている朝妻勾当(浅妻勾当。のちに検校)の弟子。元禄9(1696)年検校に登官。平曲家としても活躍したが,三味線組歌を改編して伝授制度を定めた。柳川流が今日組歌 6曲を残すのみなのに対し,野川流は 32曲が伝えられる。作品は『松の葉』(1703)の長歌目録の部に『かぞへ歌』が記載されるほか,『春草』『舞扇』『若松』などが文献に散見され,現行曲に長歌『子の日』がある。
