A system for testing and certifying the level of specific skills of workers with the aim of improving their skill level and securing their social status. It is distinct from qualification examinations that aim to grant public occupational qualifications. In Japan, there are skills tests conducted by private organizations and those based on the Human Resources Development Promotion Act (amended the Vocational Training Act in 1985). In general, there are no legal restrictions on the implementing body, type or content of the test, or display of the certified results for private skills tests, so some of them are difficult to accept in society. 労働者の技能水準の向上と社会的地位の確保を目的として,彼らのもつ特定の技能の水準を検定し,認定する制度。職業に関する公的資格の賦与を目的とする資格試験とは区別される。日本の技能検定には,民間団体によるものと職業能力開発促進法(職業訓練法を1985年改正)に基づくものとがある。一般に民間の技能検定には実施主体,検定の種類や内容,認定結果の表示等に法的規制がないので,なかには社会的に通用しがたいものもある。
