A form of statutory regulation that is lower than a law. Under the current law, there are many of them and their legal nature is diverse. The Supreme Court Rules prescribe matters related to litigation procedures, lawyers, internal discipline of the courts, and the handling of judicial affairs (Article 77 of the Constitution), and the House of Representatives and the House of Councilors prescribe their own Rules for their meetings and other procedures and internal discipline (Article 58 of the Constitution). The Board of Audit, the National Personnel Authority, the National Public Safety Commission, the Fair Trade Commission, and others are also permitted to enact rules that bear their names based on the law. In local governments, the heads of local governments (governors, mayors of cities, towns, and villages) can enact rules, but only when they are executing delegated national affairs or when they do not involve the rights and obligations of residents. For matters related to the rights and obligations of residents in autonomous affairs, so-called administrative affairs ordinances must be enacted. The administrative committees of local governments, such as the Personnel Commission and the Board of Education, can enact rules based on laws and ordinances. Rules enacted by local government agencies are less effective than ordinances.

法律より下位にある制定法規の一つの形式。現行法上その数は多く、法的性格も多様である。最高裁判所規則は訴訟手続、弁護士、裁判所の内部規律および司法事務処理に関する事項を定め(憲法77条)、衆議院、参議院はおのおのその会議その他の手続および内部の規律に関して衆議院規則、参議院規則を定める(憲法58条)。会計検査院、人事院、国家公安委員会、公正取引委員会なども法律に基づいてそれぞれの名を冠する規則を制定することが認められている。地方公共団体では長(知事、市町村長)は規則を制定することができるが、それは国の機関委任事務を執行する場合または住民の権利・義務にかかわらない場合に限られている。自治事務で住民の権利・義務に関することについては、いわゆる行政事務条例を制定しなければならない。地方公共団体の行政委員会である人事委員会、教育委員会なども法律、条例に基づいて規則を制定できる。地方公共団体の機関の制定する規則は条例よりもその効力は劣る。
