Minister of the Council of Ministers - Yi-zheng-wang Da-chen; I-chêng-wang Ta-chên
A general term for the members of the highest council of the Qing dynasty in China, the Council of Councilors (influential members of the imperial family) and Council of Councilors (influential bannermen). The Council of Councilors and Councilors was a descendant of the council government of the northern peoples, and was based on the Eight Banner System. It had been held since the time of Nurhaci (Nuerhaci), but was expanded in 1637 during the reign of Emperor Taizong (Hong Taiji), and was the highest advisory body to the emperor until the establishment of the Military Affairs Office during the reign of Emperor Yongzheng. However, as the power of the emperor expanded, the nature of the council changed, and while it initially discussed all aspects of military affairs and administration, it began to focus on military matters with the establishment of the cabinet. After the establishment of the Military Affairs Office, it was a nominal existence, and was abolished in 1792. The number of members was not fixed, and most of the members were Manchus.

中国,清朝の最高会議の構成員である議政王 (有力皇族があたる) と議政大臣 (有力旗人があたる) の総称。議政王大臣会議は北方民族の会議政治の流れをひくもので,八旗制に立脚して構成され,太祖ヌルハチ (奴児哈赤)の代から行われていたが,太宗ホンタイジ (皇太極)の崇徳2 (1637) 年に拡大され,雍正朝に軍機処が設置されるまで皇帝の最高諮問機関であった。ただ皇帝権の拡大とともに会議の性格は変質し,当初は軍事,行政すべてを議したが,内閣の設置とともに軍事面を中心に議するようになり,軍機処設置以後は名目的な存在で,乾隆 57 (1792) 年に廃止された。なお定員は一定せず,多くは満州人が任命されたようである。
