…Instead, towns and villages started educational programs called youth classes or youth academies. The Youth Class Promotion Law had the purpose of encouraging these educational programs, but it did not guarantee working youth the opportunity for upper secondary education, and it placed restrictions on the operation of these programs. The Japan Youth Association Council opposed the Youth Class Promotion Law and announced the Basic Principles for Education for Working Youth, which included 10 items such as "based on fundamental human rights," "adhering to the principle of equal educational opportunities," "not subject to undue control or political interference," and "education to create young people who will work for peace." It also proposed a joint learning movement to foster the independence of young people and to discover and solve problems together, which was undertaken by youth associations nationwide and, together with the Life Record Movement, had a considerable influence on the operation of youth classes. …
