The obligations of citizens are stated in Article 27 of the Constitution of Japan. The Constitution stipulates that "All people shall have the right and the obligation to work." This is one of the basic constitutional obligations, along with the obligation to receive an education and the obligation to pay taxes. However, this does not mandate forced labor, and is generally interpreted as merely an ethical provision that clarifies the dignity of labor.
