As long as banks continue to issue banknotes by discounting commercial paper issued against goods and services traded in the production process or on the market, inflation due to excessive issuance of currency cannot occur. This is because the banknotes newly issued by discounting commercial paper for transactions will always flow back to the banks in the form of repayment, and even if a large amount of currency is issued, there will be goods and services that can be purchased with that currency. 1830年―1840年代に英国で行われた通貨金融に関する論争で,通貨主義に対立する見解。生産過程あるいは市場で取引される財・サービスを裏付けとして振り出される商業手形を銀行が割り引いて貸しつける,という形で銀行券を発行していくかぎり,通貨の過剰発行による物価騰貴は起こりえない。なぜならば取引のために商業手形を割り引いて新たに発行される銀行券は必ず銀行に返済されるという形で還流するものであり,また通貨を大量発行したとしても,その通貨によって購入される財・サービスがあるからである,という考え方。
