A city in north-central Hokkaido. Established as a city in 1954. It occupies the mountainous area from the southern part of the Nayoro Basin in the middle reaches of the Teshio River to the upper reaches, and is connected to the Soya Main Line. The lowlands along the river produce a lot of rice, but are subject to cold damage. There is a wide area of gently sloping land, and vegetables such as potatoes, sugar beets, and asparagus are produced, so the agricultural population ratio is high. There is a sugar beet sugar factory founded in 1935, and food industries such as starch and forestry are also thriving. The Iwaonai Dam is located in the east. The city-run sheep farm (200ha) is home to the World Sheep Museum, the largest in Japan, which opened in 1993. In September 2005, Asahi Town in Kamikawa District was incorporated. Area: 1119.22 ^km2 . Population: 21,787 (2010).

北海道中北部の市。1954年市制。天塩(てしお)川中流の名寄盆地南部から上流地域の山地一帯を占め，宗谷本線が通じる。川沿いの低地では米を多産するが，冷害を受けることがある。緩傾斜地が広く，ジャガイモ，テンサイ，アスパラガスなどの野菜を産し，農業人口の比率が高い。1935年創業のテンサイ糖工場があり，デンプンなどの食品工業や林業も盛ん。東部に岩尾内ダムがある。市営のめん羊牧場（200ha）には，日本一の規模の世界のめん羊館が1993年開館した。2005年９月上川郡朝日町を編入。1119.22km²。２万1787人（2010）。
