...In this law, (1) the definition of a bank was changed to include both lending and accepting funds (granting and receiving credit), and also included those whose only business was accepting deposits, and were subject to the Banking Law. Note that under the previous Banking Ordinance (promulgated in 1890 and enacted in 1893), those who only discounted securities were considered banks, and those who only accepted deposits were not considered banks.
